Resource Center for ACS

To provide diverse support for ACS conscripts a Resource Centre (RC) for the ACS will be established.

Objectives of the RC:

Enlightening activity

  • consulting conscripts and their parents;
  • search for persons interested in ecological ACS, providing information support for the ACS conscripts;
  • raising public awareness about ACS by contacting with national and local mass media, holding public events, using electronic mail, journalists' data-bases, newsletters and printed NGO's publications, etc.

Helping to form a labour-market:

  • providing information on vacancies;
  • assistance to conscripts in choosing appropriate places for ACS;
  • assistance to employers in choosing the appropriate ACS conscript;
  • monitoring current and lobbying new vacancies
  • Training support:

  • conducting workshops for ACS conscripts according to specificity of chosen conservation activity and certain employers' demands;
  • putting into practice sending conscripts to special training courses

ACS monitoring and individual assistance:

  • regular supervision of every stage of ACS process (call-up procedure, direction of the conscripts to their workplaces and service itself)


Supposed structure of the RC

RC will be established on the basis of existing NGOs: "The Biodiversity Conservation Center", "For Democratic ACS" Coalition, "House 28" and others. RC main elements will be:

  • Internet - portal containing all necessary information on ACS including database on legislation, labour-market, conscripts, education programs and training courses. Its interactive functioning will permit not only to get detailed information on the current state of ACS, but also to ask questions and receive qualified answers via forum and e-newsletters, use databases and contact with other web-site visitors;
  • consultative service providing efficient consultation of conscripts and employers through the portal, via phone and by other means;
  • library of ACS-related literature.

RC will actively collaborate with regional NGOs, educational and state institutions, and make for establishing affiliate partnership network to provide regional population with required information.
