We think there is an urgency for all countries of the world to implement ICZM. That is, both "developed", "developing" and "undeveloped" countries. Because developing aid now must (due to international agreements) include ICZM like concepts, the idea that receiving countries have the strongest urgency for ICZM is easily conceived. However, ICZM is a management concept that also in developed (industrialized) countries should be implemented. In these countries that natural resources are used at their maximum capacity because of the newest technologies available. But, that does not mean that the resources are used in a sustainable way. It is therefore that the European Commission started an ICZM policy to promote the implementation of the concept in all its member states in 1996.
