Neutral facilitation

Facilitators normally steer a series of open meetings at different stages of the project of ICZM process gradually developing trust by maintaining neutrality. Keeping meetings focused on time and clear agenda, using active listening techniques, acknowledging feelings as active communication, stating problems in a constructive way and summarising and seeking agreements. A trained and successful facilitator is usually able to ensure impartiality by creating opportunity for constructive dialogue between all participants. He or she is able to do this if he is an outsider and is able to maintain neutrality throughout the period of the negotiation.
