Implementation

- Actual involvement:
limitations in the extent to which relevant stakeholders are actually involved
with, or can exert their influence on, the ICZM process;
- Cooperation
potential: limitations in the extent to which an actual cooperation 'culture'
(willingness to cooperate, cooperation experiences) and inter-sectoral contacts
exist, as well as in the extent to which stakeholders are aware of and convinced
of the impact of coastal problems and ICZM potential to solve these problems,
through strengthening of 'vertical and horizontal' communication and coordination;
- Integration
potential: limitations in the extent to which the existing institutional and
hierarchical structures allow for an actual integration of interests, responsibilities
and executive powers;
- Etc.
